Foothill’s Community Health Care, Inc.(FCHC), a progressive, community-based Federally Qualified Health Center (FQHC) in upstate South Carolina, seeks a highly effective, innovative, collaborative, mission-focused individual to serve as its Chief Executive Officer (CEO). This individual would successfully lead Foothills Community Health Care, Inc. through the rapidly evolving healthcare landscape and into our next phase while continuing operational excellence, high quality service and growth.

 

POSITION SUMMARY

The Chief Executive Officer (CEO) reports directly to the Board of Directors with a primary work location in Clemson, SC.  The CEO is responsible for the overall leadership, operation, and performance of the FCHC organization, as guided by the FCHC mission and values and within the bylaws and policies set forth by the Board of Directors. The CEO is the steward of the culture of the organization and ensures the development of individual and team capability. The CEO will provide leadership for the development, implementation, management and evaluation of all clinical, operational and financial plans and activities of FCHC while ensuring compliance with regulatory requirements. The CEO has the primary and a direct relationship with the Board of Directors and diligently establishes and builds collaborative relationships with external professional and community stakeholders.

 

 CEO PRIMARY RESPONSIBILITIES

  • Direct the organization in accordance with the vision, mission, and overall direction outlined for the organization by the Board of Directors.

  • Develop Strategic Long-Range Plans (jointly with Board of Directors) and implement the strategic plan that guides the direction of the organization.

  • Effective leadership of the organization and operations across all sites and functions.

  • Provide written monthly reports to the Board of Directors on the Center’s operations and progress toward FCHC strategic objectives.

  • Organize effectively, delegate responsibility, solve problems efficiently and communicate clearly.

  • Work closely with the Chief Financial Officer (CFO) to prepare annual budgets, develop sound Annual Operating Plans and Programs, complete risk analysis on potential investments, and inform the Board of Directors with regard to investment risk and return.

  • Oversee quality control throughout the organization, establishing goals for each department in partnership with division manager.

  • Ensure that sound personnel policies, procedures, and practices are implemented and maintained, including regular performance evaluations of each FCHC employee.

  • Ensure that an effective system of professional recruitment and retention is in place.

  • Ensure adherence to FQHC operational and compliance expectations and other regulatory requirements.

  • Establish and build collaborative relationships with external professional and community stakeholders.

  • Practice leadership skills and handle both internal and external conflicts.

  • Provide direct support to the Board of Directors in its governance role, serve as ex-officio non-voting member and nurture its ongoing development.

  • Significantly increase patient growth to expand comprehensive primary and preventive medical care for the community. (Weighting value: 40%)

  • Enhance financial strength of the organization enabling expansion of service offerings, mergers and acquisitions and outreach initiatives. (Weighted Value: 20%)

  • Create a culture throughout the organization of teamwork, performance, and accountability that continually seeks to achieve the FCHC Mission and Vision. (Weighting value 20%)

  • Meet quality and compliance standards as established by federal grant requirements and governing bodies (Weighting Value: 20%)

 

 

QUALIFICATIONS

  • At least 5-7 years of progressive healthcare experience with a minimum three (3) years working in a community based non-profit health and/or social services organization.

  • Graduate of an accredited college/university with a Masters’ Degree in Health Administration, Public Health, Hospital Administration, Business Administration or related field.

 

SKILLS, KNOWLEDGE AND ABILITIES

  • Knowledge, experience and proven ability in working effectively with community-based non-profit health and/or social services agencies.

  • Knowledge of federal health center program requirements.

  • Experience and demonstrated effectiveness in developing and maintaining partnerships.

  • Working knowledge of information systems, budget preparation and organizational development principles.

  • Excellent written and verbal communication skills

  • Proficiency in Microsoft Office (Word, Excel, Outlook, Publisher).

  • Demonstrated experience in leading change and growth within an organization

  • Knowledge of health care quality management measures

  • Knowledge of health care reimbursement mechanisms

  • An understanding and experience with managed care risk contracting.
